Jack Lloyd McCarthy, 91, Raymore, MO, passed away Tuesday, February 18, 2020 at Foxwood Springs Living Center in Raymore and was attended by Serenity Care Hospice. Inurnment services will be held in Concord Cemetery in Concord, MN at a later date.
Jack was born December 3, 1928 in Minneapolis, MN, a son of Lloyd Hatch and Lilace (Ball) McCarthy. He was a 1946 graduate of West Concord High School. He married Helen Patterson in 1950 and had two children; son, David (Sharon) and daughter, Patricia McCarthy-Bolin. He entered the Minnesota National Guard in 1948 and was activated in January, 1951, and discharged as a Sergeant in1954.
Showing an aptitude for law enforcement, Jack joined the Minneapolis Police Department in 1955 where he was promoted through the ranks; Sergeant, Detective, Lieutenant, Captain, and Chief. He was co-leader of the tactical squad, working nights and attending college during the day. He later received an associate's degree, a bachelor's degree, and later obtained his master's degree.
Jack was the first member of a Planning and Research Division, and wrote a number of Federal Grants. Most notable were: Model City; Special Operations Division (first swat teams, anti-sniper teams, canine corp). After several failures, he was able to write a grant for computers in Squad Cars. His final four years Jack requested the Homicide Division. He was assigned Homicide and Robbery, Hit and Run, and Forgery/Fraud. When the City of Minneapolis offered a competitive productivity grant, his proposal won and he re-organized, remodeled and updated with a new phone system, a computer to track serial killer suspects. He also added an Assault Unit and a Domestic Violence Unit.
Jack and his wife, Helen, were dog lovers and built a kennel by Northfield Minnesota. They raised German Wirehairs and West Highland White Terriers. He was an avid hunter of pheasants and grouse. Jack retired in 1988 and they moved to Bella Vista Arkansas. Together with his wife, Helen, they cooked for their church; worked the AARP recycle plant; were Christian Clowns; he sang in The Bella Vista Men's Chorus, The Barbershop Harmony Club, Community Church Choir; was a Shrine Clown; and sang Karaoke in nursing homes. They also managed to play all the golf and bridge they wanted.
After losing his beloved wife in 2007, and then his best friends, he moved to Foxwood Springs in Raymore to be closer to family. Everyone knew Jack and loved his singing. He is survived by his two children, David McCarthy (Sharon) and daughter, Patricia McCarthy-Bolin; 8 grandchildren and 21 great grandchildren.
